Star Prairie Fish & Game Association February Meeting

February 20th, 2006 – Don Madsen’s on Cedar Lake

The February meeting of the SPF&GA was called to order at 7:00 pm by President Dan Bygd.

The Secretary’s report was read and approved with the following additions. Membership vests will be purchased and presented at new member’s first workday appearance. Additional vests will be available for purchase by present members.

The Treasurer’s report was read and approved.

Club specialty “thank-you cards” have been printed and will be sent out as appropriate.

SPF&GA caps will be sold or given as suitable presentations to youth project helpers. New caps will be ordered as necessary and the cap designs will remain the same with the addition of the new logo.

The New Richmond High School Service Day is scheduled for May 18th, 2006. Two homerooms will be requested by the SPF&GA for clean-up on the Saratoga Springs Park area with a third requested at the McMurtrie property for brush removal or Star Prairie Ball Park clean-up.

It was announced that the Star Prairie Preservation Land Trust was awarded the Wisconsin Conservation Warden’s grant for $500.00 to be used at the McMurtrie property.

Committee and subcommittee makeup for 2006 was reviewed. It was decided to move the Youth Committee into Outreach and combining Fisheries and Habitat into one committee. The following committees were then set with chairs and/or co-chairs named:

  1. Fisheries/Habitat – Erv Erickson/Dan Cain
  2. Outreach – Dave Peterson/Stu Nelson
  3. Handicap Hunt – Craig Warren/Marty Powers/Terry Zais
  4. Bucks Night – Terry Zais/Stu Nelson
  5. Sr. Pontoon Ride – Ray Barry
  6. Membership – Mike Kelly
  7. Park Party – Chuck Magoon
  8. Other Events – Dan Bygd/Mike Reiter

Reports for each committee were given as highlighted:

1.    The McMurtrie Educational Building Committee has met several times and working with an architect, building conceptual design plans have been drawn-up.

2.    The Logo Committee has decided on a new logo design and is ready to go with it.

3.    The Bucks Night Committee has indicated that they are now in the planning stages with sub-committee jobs being delegated. There was talk of purchasing a Winchester rifle for a prize to be raffled or given away at the event.

4.    The Disabled Hunt Committee mentioned the possibility of running a handicapped deer hunt as the primary or additional event.

5.    The Fisheries/Habitat Committee provided an update on the fish crib construction and placement on Cedar Lake. Twenty cribs were built on the February 4th workday. The cribs were constructed in the bay and towed out onto the lake with a sled constructed by Bob Swanda. The sled made the transport of the cribs very easy and there was discussion on having the SPF&GA contract Bob to construct a second sled. The Cedar Lake District had provided the funds for the first sled. This decision was referred back to the committee with a decision to be made later in the year.

6.    The Outreach/Youth Committee has already provided funds for the High School Scholarship ($1000.00), money for the Wonderoos fishing contest ($200.00) and archery equipment for the Clear Lake Schools ($250.00).

7.    The Park party Committee indicated that the bands have been contacted and the Park Party date set for August 15th, 2006. There will be more day time activities and demonstrations. The committee had looked into changing the venue to the weekend but because of scheduling problems have to stay with the same agenda as in the past.

Old Business:

Other fund raising events are being considered. They will be self supporting and not rely on sponsorships.

Meeting notification and appropriate means to get this accomplished were discussed. Post card mailings were a possibility but the newsletter should provide a viable means of notification with either a hardcopy and e-mail system in place. The SPF&GA meeting date which has been set for the third Monday of each month does pose a problem with stale news because most of the other meetings that are reported on, take place earlier in the month. It was decided to report on the SPF&GA’s business in the newsletter using the a late month’s issue.

New Business:

Affiliate membership in the Wisconsin Wildlife Federation will again be applied for by the SPF&GA with an updated membership list submitted.

Membership cards have been printed to keep track of club membership and allow all pertinent information to be documented. Craig Warren spearheaded this effort along with Membership Chairman Mike Kelly.

Committee budgets were reviewed and finalized. Copies of the budget were distributed and discussed.

A new Wild Turkey Federation Chapter was being considered and deliberations on a formation meeting held earlier were given. It was felt that the bulk of the money generated by groups should stay in the area if at all possible.

Monetary donations were discussed for a Youth Archery League to be formed in partnership with the Willow River Rod & Gun Club which has archery facilities on its club land. A commitment was made to move forward on this.

Other requests for funds including purchase of food plots on USF&WS land, shipment costs of equipment for USF&WS and DNR use and a joint purchase with other groups of a security door on a seed storage shed. Club action on these requests was referred to the proper committee for future consideration.

The new Cedar Bay Landing that will be constructed on the southwest corner of Cedar Lake was described and discussed. It is the project of the Star Prairie Land Preservation Trust with partnerships including the Town of Star Prairie, Star Prairie Fish & Game Association, Cedar Lake Protection and Rehabilitation District and the Wisconsin Department of Natural Resources. A grant is being applied for to finish the construction of this project. When the access is completed it will provide off road parking and a carry-in lake access plus wild life viewing areas. A motion was made, seconded and approved for the SPF&GA to partner with the land Trust and provide maintenance for this endeavor upon completion.

Resolutions for a reduction in panfish bag limits in St Croix County’s water from 25 to 10 and a protective slot size on walleyes (14-18 inches) with a walleye bag limit reduction from 5 to 3 on Cedar Lake was presented and supported by the SPF&GA. The panfish resolution would be submitted by the St Croix County Alliance of Sportsmen while the Cedar Lake walleye resolution would be submitted by the Cedar Lake District at the 2006 Spring Hearings to be held on April 10th in New Richmond.

Sign-up sheets for various committee involvements were sent around. (See attachment for individual commitments)

With no further business the meeting was adjourned at 9:15 pm.

                    Respectfully submitted

                                                                                                          Mike Reiter (Recorder)
